A draft that hands the best prospect to the worst team creates an obvious problem: losing becomes profitable. The lottery is an attempt to weaken that incentive without abandoning the principle behind the draft.
The draft exists to redistribute talent
Incoming players are assigned to teams rather than signing wherever they choose, with the weakest teams selecting first. The design is meant to stop strong teams accumulating talent indefinitely.
Redistribution works, but it also creates a reward for finishing last, which becomes visible once a season is effectively over for a team in February.
A team out of contention has a rational case for resting players, playing prospects and quietly accepting defeats. None of that breaks any rule, which is what makes it difficult to police.
Weighted odds break the direct link
The lottery converts finishing position into a probability rather than an entitlement. The worst teams hold the best odds but no guarantee.
Because the top pick is uncertain, the expected value of losing one more game falls. A team can finish last and still select several places down.
The weighting is the compromise: enough advantage to preserve redistribution, not so much that the outcome is effectively predetermined. The odds are adjusted whenever the balance appears to have slipped.
Flattening the odds spreads the risk further
Successive reforms have moved toward giving the bottom teams identical or near-identical odds rather than a steep gradient.
That removes the benefit of finishing last rather than third-last, which was precisely the margin teams were competing over at the end of a season.
Limits on how far the worst team can fall also cap the downside, so a rebuild is not destroyed by an unlucky draw. A struggling team retains a reasonable floor on what it will receive.
The incentive is reduced, not removed
Being poor still improves a team's odds, so a multi-year rebuild remains a coherent strategy for a franchise without an obvious path to contention.
What the lottery removes is the sharp reward for the final weeks of a lost season, which is where the most visible tanking used to occur.
Additional measures address the same behaviour directly, including rules on resting healthy players in nationally televised games. Those provisions treat the symptom while the lottery treats the cause.
Late-season incentives were the real target
The reforms are best understood as a fix for a scheduling problem rather than a philosophical statement about competitive ethics.
A league selling a full season of games needs the last month to matter to every team, not only the ones chasing places.
Combining flatter lottery odds with a play-in structure at the other end of the table is an attempt to give almost every team something to play for.
