Cricket requires a bowler to bowl rather than throw, and the difference lies in whether the elbow straightens during delivery. Testing that distinction turned out to be far harder than writing the rule.
The distinction is about elbow extension
A legal delivery requires the arm to remain effectively straight from the point it passes the shoulder until the ball is released.
Straightening the elbow during that phase adds force in the way a throw does, which would give a bowler an advantage the laws were written to prevent.
The rule is easy to state and difficult to apply, because the movement happens within a fraction of a second and is largely invisible to the naked eye. Umpires were being asked to judge something they could not properly see.
Every action involves some flexion
Biomechanical study of bowlers showed that almost all of them straighten the elbow to some degree, including those whose actions had never been questioned.
Some of that apparent movement is measurement artefact, caused by skin and muscle shifting over the joint during a violent motion.
A rule demanding zero extension would therefore have made nearly every bowler illegal, which is why a tolerance was introduced instead of an absolute prohibition. The rule had to be rewritten around what the evidence actually showed.
The tolerance is a measured threshold
The permitted amount of straightening is defined in degrees and applied uniformly to fast bowlers and spinners alike.
It was set at a level above the measurement noise and below the point where extension begins to produce a meaningful advantage in speed or turn.
Because it is a single figure, umpires no longer judge legality by appearance alone, and a bowler is either inside the threshold or outside it.
Testing happens in a laboratory, not a match
An umpire who suspects an action reports it, and the bowler is then assessed at an accredited facility using markers placed on the arm and multiple cameras.
The bowler delivers his full range of deliveries, since an action can be legal for one type and not another, and each is measured separately.
A bowler found outside the tolerance is suspended from bowling until he is retested and cleared, which usually follows a period of remedial coaching. Remodelling an action learned in childhood is difficult and often costs the bowler pace.
The process has known weaknesses
A laboratory test measures an action performed in controlled conditions, and a bowler may behave differently under match pressure.
Reporting also depends on umpires raising a suspicion, so an action that looks orthodox may never be examined at all.
Governing bodies have added in-match monitoring to close that gap, but the underlying tension between a precise threshold and an unobservable movement remains.
